Buy Steam levels: how it works and what you actually get
You cannot buy XP. You buy complete trading-card sets, delivered to your inventory by a Steam trade offer, and you craft them into badges yourself. Here is what a legitimate service delivers, what it costs against doing it yourself, and the checks to make before paying.
What a leveling service sells
A legitimate Steam leveling service sells complete trading-card sets and sends them in a Steam trade offer. Crafting each set is one badge level and 100 XP, and you do the crafting in your own client. Delivery ends at your inventory; nobody touches your account.

The safety rule
Never give a service your Steam password, Steam Guard code or account access. Sign-in should happen on Steam's own login page, and delivery should be a normal trade offer you accept yourself. A service that promises to "inject" or "boost" levels directly needs your login, which is both against Valve's rules and how accounts get stolen. Frequently asked questions
Can you actually buy Steam levels?
Not directly. Nobody can add XP to your account. What you buy is complete trading-card sets; crafting each set into a badge grants 100 XP, and that crafting happens in your own Steam client. A "level" is just the sets behind it.
Is buying Steam levels against Steam's rules?
Steam supports item trading and badge crafting. That does not mean Valve endorses a particular provider. Inspect the trade offer yourself and never give a service your password, Steam Guard code or control of your account.
How long does it take?
